Occasion Of The
Accession Of The Sudan To A Number Of
International Conventions
By H.E. Dr. MUSTAFA OSMAN ISMAIL, Minister Of
Foreign Affairs Of The Republic Of The Sudan On
The Occasion Of The Accession Of The Sudan To A
Number Of International Conventions.
The Republic Of The
Sudan Has Deposited, During The 58th
Session Of The General Assembly Of The United
Nations, Its Instruments Of Accession To The
Comprehensive Nuclear Test Ban Treaty, The
Convention On The Prohibition Of The
Development, Production, Stockpiling And Use Of
Anti-Personnel Mines And The Convention On The
Prevention And Punishment Of The Crime Of
Genocide.
So Doing, The
Republic Of The Sudan Has Become A Party To Two
Important International Instruments Within The
Regime Of Conventions On Restriction And
Prevention Of Weapons Of Mass Destruction And
Disarmament. They Also Aim At Observing
Humanitarian Standards In The Conduct Of
Conflicts Whether Internal Or International.
The Convention On
The Prevention And Punishment Of The Crime Of
Genocide, Which The Sudan Has Acceded Top, Has
Hardened, Through Time, Into A Pre-Emptor Norm
And A Deeply Rooted Custom Of International
Human Rights Law. It Has, Thus, Influenced The
Development Of The Entire Body Of Human Rights
Conventions, From Which The Latter Derived Their
Rules. The Significance Of The Genocide
Convention Is Also Evident In The Application
And Implementation Of The International Criminal
Law.
The Republic Of The
Sudan Has> Also Deposited, In The Same Period,
Its Instrument Of Accession To The Convention On
The Prohibition Of The Development, Production
And Stockpiling Of Bacteriological (Biological)
And Toxin Weapons And Their Destruction With The
Government Of The United Kingdom, Thereby
Complementing Its Efforts Earnestly Exerted To
Positively Contribute To The Maintenance Of
International Peace And Security, And To
Legitimate Aspiration Of Mankind To Live In A
World Free Of Weapons Of Mass Destruction. In
This Connection The Government Of The Sudan
Solemnly Supports The Call To Declare The Middle
East A Zone Free Of Such Weapons.
We Would Like To
Particularly Emphasize Hereby That Ratification
Of The Convention On Prohibition Of
Anti-Personnel Mines Comes In Consonant With The
Genuine Effort Diligently Exerted To Achieve
Peace And Find A Lasting Settlement Of The
Internal Fight In The Sudan. The International
Community, In Its Different Establishments Of
Individual States, Groups Or Organizations, Is
Bound In This Regard To Readily Provide
Technical And Material Assistance For The
Process Of De-Mining In The Sudan In Fulfillment
Of Its Declared Undertakings.
Finally, We Avail
Ourselves Of This Opportune Occasion To Call
Upon All States Members Of The United Nations To
Draw An International Binding And Effective
Legal Regime On The Prohibition Of Production
And Possession Of Nuclear Weapons And On Their
Destruction. There Exists No Interest, Private
Or Common, That Supersedes The Endeavor To Bring
About A World Threatened Not By Total
Destruction And Free Of Tear Of Extinction.
